The State Cost Share Program was established in 1977 and is administered locally by the Yellow Medicine Soil and Water Conservation District (SWCD).   The State Cost Share Program provides financial assistance to landowners for installing conservation practices that protect and improve water quality by controlling soil erosion and reducing sedimentation.
The program provides up to 75% of the total eligible costs of a practice.  Often the SWCD combines the State Cost Share dollars with the Federal Cost Share dollars to come up with the 75%.  Please click on the link below to find out more information on the Federal Cost Share Program, known as the Environmental Quality Incentives Program (EQIP). 
 
Some of the eligible practices include:
Terraces 
Water and Sediment Control Basins
Critical Area Stabilization
Field Windbreaks
Shelterbelts (Farmstead Windbreaks)
Grassed Waterways
Wastewater and Feedlot Runoff Control
 The SWCD provides technical assistance to landowners to install conservation practices by:
Conducting a site investigation with the landowner
Working with the landowner to determine the best management practice (BMP) for the given situation
Surveying and designing the project
Producing a rough cost estimate
Providing the landowner with a designed plan for submission of bids
Performing a pre-construction conference with the contractor and landowner
Supervising construction
Certifying completion of the project
Native Buffer Cost Share Program
This program provides cost share up to 75% to establish and manage 25 species of native grasses and forbs

Eligible land includes cropland, pasture, and land already covered by an easement, such as the Reinvest in Minnesota (RIM) Program.  The land must then be managed to maintain the diverse stand for a period of at least 15 years.

If the enrolled land is not under an existing easement, there is an upfront per acre payment which is based on 75% of the Conservation Reserve Program (CRP) annual rental rate which is then multiplied by 3 years.  Also, if not restricted by an easement, the landowner has the right to harvest the hay and/or to harvest and sell the seed.
